REORGANIZATION MEETING

7:30 P.M.

 

M I N U T E S  

 

 

    

1.     CALL TO ORDER; OPENING STATEMENT:  This meeting is being held in compliance   

 with Public Law 1975, Chapter 231, Sections 4 and 13, as notice of this meeting and the agenda thereof had been reported to the Morris County Daily  Record, The Star Ledger and The Citizen on January 6, 2009 and posted in the municipal building.

   

         Mayor Shaw called the meeting to order at 7:30 p.m.

         

          2.  ROLL CALL

         All Council members were present. Also in attendance were Borough Attorney Marty  

         Murphy, Borough Manager Barry Lewis, and Borough Clerk Christina Whitaker.

 

          3. INVOCATION – Father Tom Mangier/St. Catherine’s Church

 

          4.  PLEDGE OF ALLEGIANCE

 

          5.  INTRODUCTION OF DIGNITARIES – Mayor Shaw

          Mayor Shaw recognized Former Mayor Carol Rufener, Senator Anthony Bucco Sr.

          and Amy Bucco, wife of assemblyman elect  Anthony Bucco Jr.

 

          6.  MAYOR SHAW’S YEAR-END ADDRESS (hereto attached)

          Members of the Council recognized Mayor Shaw for his dedication to the Borough, his          

          efficient manner while conducting the meetings, and promoting fair and open

          discussions among Council members and the public.

        

          7.   MEMORIAL STATEMENT – Ellen Emr (List of Names Attached)

 

8.     ELECTION OF MAYOR

          Borough Clerk Christina Whitaker called for nominations for Mayor of Mountain

          Lakes for 2010. 

 

        Motion by Councilman Shaw, second by Councilman Jackson, to nominate Councilwoman

          Blair Bravo as Mayor. 

 

Motion by Councilman Shaw, second by, Councilman Gormally, to close the nomination for Mayor.

 

          The Borough Council elected Councilwoman Blair Bravo Mayor by acclamation.

           

          Mr. Marty Murphy administered the oath of office to Mayor Bravo.

9.     ELECTION OF DEPUTY MAYOR

Mayor Bravo called for nominations for Deputy Mayor.

 

Motion by Councilman Shaw, second by Councilman McWilliams to nominate Councilman Charles Gormally to Deputy Mayor.

 

Motion by Councilman Shaw, second by Councilman McWilliams to close the nominations.

 

The Borough Council elected Councilman Gormally to Deputy Mayor by acclamation.

 

          Mayor Bravo administered the oath of office to Deputy Mayor Gormally.

12. OATH OF OFFICE/FIRE DEPARTMENT OFFICERS  

             Fire Chief - Joseph Mullaney         

             Deputy Chief - John Reilly    

             Assistant Chief - Archie Leonardis,

 

            Mayor Bravo administered the Oath of Office to Joseph Mullaney, John Reilly and Archie

            Leonardis.

 

13. COUNCIL REPORTS

Draft Council Priorities 2010

 

Motion by Councilman Shaw, second by Councilman Happer, to accept the list of 2010

priorities as presented, with all members in favor signifying by “Aye.”

 

Liaison Assignments and Committee Appointments (hereto attached)

 

Motion by Councilman Jackson, second by Councilman Shaw, to appoint those listed on

the List of 2010 Appointments, with all members in favor signifying by “Aye.”

 

 

14. PUBLIC COMMENT

            Mayor Bravo explained the Council’s policy on the public comment portion of the meeting.

 

Mayor Bravo opened the public comment portion of the meeting, with consent of Council.

 

With no one wishing to be heard, Mayor Bravo closed the public comment portion of the

meeting.

 

15. MAYOR’S MESSAGE (hereto attached)

Mayor Bravo thanked the Council for selecting her as Mayor.

She thanked the municipal staff and departments for their dedication to the Borough.

 

She thanked her parents, children and husband for their support.

 

Mayor Bravo told the public she would need their ideas and help working through the challenges that will face the Borough in the coming year. She listed The Council’s priorities for 2010.

 

Councilman Shaw recognized the attendance of Freeholder Doug Cabana at the meeting.

 

16.  ADJOURNMENT

 Motion by Councilman Shaw, second by Councilman Happer to adjourn the meeting at 8:25 p.m., with all members in favor signifying by “Aye.”
