REORGANIZATION MEETING

1.     CALL TO ORDER; OPENING STATEMENT: This meeting is being held in compliance

 with Public Law 1975, Chapter 231, Sections 4 and 13, as notice of this meeting and the agenda thereof had been reported to The Citizen and the Morris County Daily Record and The Star Ledger on January 5, 2010 and posted in the municipal building.

2.      ROLL CALL

A moment of silence for all US Servicemen and Servicewomen

 

4.     PLEDGE OF ALLEGIANCE

 

5.     INTRODUCTION OF DIGNITARIES  -  Blair Bravo

       Mayor Bravo recognized former Freeholder John Inglesino, Police Chief Robert Tovo, DPW

       Director Mark Prusina, Attorney James Bryce, Borough Manager Barry Lewis, and Borough

       Clerk Christina Whitaker

 

6.     MAYOR BRAVO’S STATEMENT

Mayor Bravo summarized the past year and thanked the staff and residents of Mountain Lakes.

 

7.     MEMORIAL STATEMENT  -  Doug McWilliams

 

      8.   PRESENTATION OF BOWL TO ELLEN EMR

      Ellen Emr was recognized for serving on the Council for the last four years as well as

      the numerous Committees and Commissions she served on over the last couple of

      decades. Council members said they hoped she would continue to be involved in the

      Borough.

      The Council acknowledged her fervor for researching a subject before making an informed

      decision and also her willingness to speak her mind.

      While some members of the Council admitted they did not always agree with her on some      

      subjects, her insights were helpful when evaluating their own views on the matter.

 

     9.   NEWLY ELECTED COUNCIL MEMBERS

    

 

   Statement of Determination for Election held November 2, 2010 read by Borough Clerk   

   Christina Whitaker

   Oath of Office administered to Blair Bravo, Dan Happer, and Peter Holmberg by Attorney

   James Bryce.

 

  10.   ELECTION OF MAYOR

  The Borough Clerk took nominations for Mayor.

 

  Motion by Councilman Shaw, second by Councilwoman Bravo, to nominate Councilman   

  Gormally for Mayor.                               

 

  Motion by Councilman Shaw, second by Councilman McWilliams, to close the nominations for   

  Mayor.

 

 The Council elected Councilman Gormally to be Mayor by Acclamation.

 

 Oath of Office for Mayor was administered to Councilman Gormally by Attorney James Bryce.

 

11.  ELECTION OF DEPUTY MAYOR

Mayor Gormally took nominations for Deputy Mayor.

 

Motion by Councilwoman Bravo, second by Mayor Gormally to nominate Dan Happer for Deputy Mayor.

 

Motion by Councilman Shaw, second by Mayor Gormally, to close the nominations for Deputy Mayor.

 

The Council elected Councilman Happer to be Deputy Mayor by Acclamation.

 

Oath of Office for Deputy Mayor was administered to Councilman Happer by Attorney James Bryce.

Motion by Councilman Shaw, second by Deputy Mayor Happer, to appoint names listed, with all members in favor signifying “Yes” by Roll Call Vote.

               

 Draft Council Priorities 2011

 

14.  PUBLIC COMMENT

Mayor Gormally opened the public comment portion of the meeting with consent of the Council.

Mayor Gormally explained the Council’s policy of limiting each speaker to five (5) minutes and no yielding of time to another person.

      Stephanie Hoopes Halpin - Chair of the Centennial Committee

      Ms. Halpin announced the Centennial kick–off “Celebrating the Century” at the Community

      Church and Briarcliff Park on Sunday, January 9.  

      The event will include activities reminiscent of the kind of outdoor winter fun that the early

      residents of the Borough enjoyed back in 1911 at its founding. There will be a horse-drawn

      hayride, a birthday cake baking contest, and a fire pit for residents to sit around and

      socialize with their neighbors. The barbershop quartet “Steppin’ Out!” will also be at the

      event.

The HPC book “Mountain Lakes 1911-2011” written by Patricia Reid Herold is available for purchase.

 

With no one else wishing to be heard, Mayor Gormally closed the public comment portion of the meeting.

 

15.  MAYOR’S MESSAGE

Mayor Gormally made some remarks and read a letter from Governor Christie congratulating the Borough on its Centennial.

The Mayor acknowledged Assemblyman Anthony Bucco Jr., and Freeholders Doug Cabana, William Chegwidden and Gene Feyl who arrived for the reorganization meeting.

 

Mayor Gormally invited all present to join him at the Market on Midvale for refreshments following the meeting.

 

16.  ADJOURNMENT

      On motion by Deputy Mayor Happer, second by Councilman Shaw, to adjourn the

      meeting at 8:20 p.m., with all members in favor signifying by “Aye.”
