REORGANIZATION MEETING
7:30 P.M.
M I N U T E S
1. CALL TO ORDER; OPENING STATEMENT: This meeting is being held in compliance
with Public Law 1975, Chapter 231, Sections 4 and 13, as notice of this meeting and the agenda thereof had been reported to The Citizen and the Morris County Daily Record and The Star Ledger on January 5, 2011 and posted in the municipal building.
The meeting was called to order by Christina Whitaker, Borough Clerk.
2. ROLL CALL
All members were present except for Councilwoman Blair Bravo.
3. PLEDGE OF ALLEGIANCE
4. INTRODUCTION OF DIGNITARIES - Councilman Charles Gormally
Councilman Charles Gormally introduced Assemblyman Anthony Bucco and former
Councilman and Mayor Richard Urankar.
5. OATH OF OFFICE/FIRE DEPARTMENT /Administered by Councilman Gormally
Fire Chief: John Reilly
Deputy Chief: Archie Leonardis
Assistant Chief: Matt DeSantis
Administrative Officer: Joseph Mullaney
6. MEMORIAL STATEMENT - Members of the Council (hereto attached)
7. APPOINTMENT OF MAYOR
The Borough Clerk called for nominations for Mayor.
Motion by Councilman Holmberg, second by Councilman Happer to appoint Charles
Gormally for Mayor. With no other nominations the Clerk closed the nominations.
The Council unanimously proclaimed Councilman Gormally to the office of Mayor for 2012.
The oath of office was administered by James Bryce.
8. APPOINTMENT OF DEPUTY MAYOR
Mayor Gormally called for nominations for Deputy Mayor.
Motion by Councilman Jackson, second by Councilman Holmberg to appoint Dan Happer as
Deputy Mayor. With no other nominations the Clerk closed the nominations.
The Council unanimously proclaimed Councilman Happer to the office of Deputy Mayor for
2012.
The oath of office was administered by James Bryce.
9. *RESOLUTIONS 1-12 THROUGH 32-12 (attached)
Resolution 27-12 was pulled from the consent agenda and will be listed on a future agenda.

11. PUBLIC COMMENT
Mayor Gormally opened the Public Comment portion of the meeting with consent of Council.
He explained the Council’s policy of limiting each speaker to five (5) minutes and no yielding
of time to another person.
With no one wishing to be heard, Mayor Gormally closed the public comment portion of the
meeting.
12. MAYOR’S MESSAGE
Mayor Gormally thanked the council and his family for support for their support while
serving as a Council member and Mayor.
He thanked the staff and Deputy Manager Robert Tovo for standing in again while still serving as Chief of Police. He thanked all the volunteers for their time and commitment to the Borough of Mountain Lakes community.
The Mayor noted that 2011 was an eventful year. In addition to the celebration of the Borough’s centennial, the community faced nature’s fury with hurricane force rains and the snow storm on October 31. Our fire department battled a massive fire, with the help of neighboring towns and our police encountered hostile gun fire.
On a more pleasant note the Mayor reminded the public that the adoption of the 2011 municipal budget reflected no tax increase to the residents.
In 2012 he would like to see an increase in the pool of volunteers and continue to pursue shared services by partnering with the school board and other municipalities.
Mayor Gormally invited everyone present to join him at the Station for refreshments following the meeting.
13. ADJOURNMENT
Motion by Councilman Shaw, second by Councilman Holmberg, to adjourn the meeting
with all members in favor signifying by Aye.”
