SPECIAL MEETING MINUTES
1. CALL TO ORDER; OPENING STATEMENT: This meeting is being held in compliance with Public Law 1975, Chapter 231, Sections 4 and 13, as notice of this meeting had been reported to The Citizen and the Morris County Daily Record and The Star Ledger on April 16, 2013 and posted in the municipal building.
Mayor Happer called the meeting to order at 9:00 a.m. at the Department of Public Works, 55 Pocono Road.
2. ATTENDANCE AND FLAG SALUTE
All Council members were present except for Councilwoman Bravo, who was absent. Also in attendance were Borough Manager Robert Tovo, DPW Director Mark Prusina, and DPW Administrative Assistant Joan Best.
3. PUBLIC COMMENT
Mayor Happer opened the public comment portion of the meeting with consent of the Council. Mayor Happer explained the Council’s policy of limiting each speaker to five (5) minutes and no yielding of time to another person.
With no one wishing to be heard, Mayor Happer closed the public comment portion of the meeting.
4. TOUR OF BOROUGH PROPERTIES, FACILITIES, AND INFRASTRUCTURE
Mr. Tovo gave an overview of the facilities and infrastructure tour of the Borough. The tour commenced and the following properties, facilities, and infrastructure were viewed:

· Midvale Road Wilson Basketball Court
· Esplanade Park Project Status, Lights
· Lake Drive and Barton Road Canal- Cleaning Project
· Wildwood Lake Spillway Project Status, Spillway
· Kaufman Park Stairs Project
· Boulevard Storm Water Project
· Island Beach Bathrooms/Concessions
· Tower Hill Well #2
Storage House
Water Storage Tank Facility
· Route 46 Well #5
· Borough Hall Facility Review

Borough Council members toured the DPW facility and commented on the placement and condition of equipment, as well as storage of snow removal materials.
During an inspection of the Wilson Basketball Courts, Council members were provided an overview of the work to be done there as part of the 2013 capital spending plan. The potential for a cell site location was also reviewed with members.
The tour continued to the Esplanade where a brief history of the area was discussed along with future plans for the placement of lighting.
The canal, in the area of Lake Drive and Barton Road was visited to explain to Council members the extent of the cleanup project submitted to FEMA.
The Wildwood Lake spillway project was outlined by Mr. Prusina and a discussion regarding completion of the project was reviewed.
Council Members then toured the Borough tennis courts and the play fields behind the courts, both on Powerville Road. There was much discussion regarding poor field drainage, as well as the possibility of installing turf at the lower field. Options for the fields will be evaluated for future Council discussion.
A brief visit was made to Kaufman Park and the new stair project was discussed.
During a visit to Island Beach much conversation ensued regarding the potential upgrades to the facilities. Council members complimented the DPW on the work that was done on the fire pits.
Well #2 and the water storage tanks were visited. Mr. Prusina offered a thorough explanation regarding their use and functionality.
Well #5 was toured and a brief discussion was held regarding the operation of the “air stripper”.
The tour concluded at Borough Hall where Chief Bennett conducted a tour of Police Headquarters. In addition, Council members inspected the types of equipment carried in the police vehicles. Councilmen Bradlee and Borin left the meeting after the tour of Police Headquarters due to prior commitments.
5. PUBLIC COMMENT
Mayor Happer opened the second public comment portion of the meeting with the consent of the Council.
With no one wishing to be heard, Mayor Happer closed the public comment portion of the meeting.

6. ADJOURNMENT at 12:10 p.m.
Motion made by Deputy Mayor McWilliams, second by Councilman Lester, to adjourn the meeting at 12:10 p.m., with all members in favor signifying by “Aye”.
