                        Meeting called to order @ 7:34 PM

á      February Meeting minutes – Accepted

 

Borough Manager:

           

á      Discussion of proposals for the lakes management service in 2010.  Manager and Chair felt that a replacement process should start in the Fall in order to gather enough information to be certain of understanding proposals.  Council Liaison pointed out that the budget is very tight and the next process has to get clear apples to apples comparison between bids in order for the Council to have confidence in making changes.  The Manager intends to recommend continuance of Allied Biological as the service provider.  Council Liaison said that Allied would not have to wait for formal Council approval before filing permit applications, given the late start.

á      Discussion of dam spillway plans, issues with lake drawdowns.  The issues do not appear to be current safety but rather replacement of the control boards, per the Borough Engineer.  The Committee is not able to judge safety issues.  The Manager will have staff state their opinion on work necessary and discuss with Committee.

 

Allied Biological:

á      Discussion of bathymetric mapping process.  Preparation will begin next week.  Discussion of final product and contour lines.  May be able to actually finish the project by next Committee meeting.  Discussion of lake bottom and sediment issues; that mapping not contemplated in contract awarded.  Discussion of what is actually budgeted.  Jim Bailey will discuss with Manager.

á      New pollution discharge permit going to be required by EPA. Discussion of draft general permit for using herbicides about to be released.  Going to lengthen the process.  Will require a lakes management plan, based on the draft, which will not necessarily be what NJ expects.  Allied will keep the Committee posted.

á      Discussion of goose egg addling permit and goose depredation permit.  Jim Bailey to discuss with Manager. 

á      Continuing discussion of how to assist the Manager in getting up to speed.

 

 

Old Business:

á      Discussion of Spring Flyer.  Committee agreed to use the flyer as written with the additional line ÒPick up after your petÓ.  Julie Linsenmayer will change and deliver to Michele Reilly.

 

New Business:

            Discussion of hedge at cove.
