Private Memorials on Public Property

Policy

No memorial shall be constructed, nor shall any offer of a memorial to be constructed upon public property in the Borough be accepted, except pursuant to the policies hereinafter set forth:

  1. Trees planted at the direction of the Shade Tree Commission.  No plaque or commemorative marker erected in conjunction with the tree.
  2. Public appurtenances such as park benches, information boards, or other improvements may be considered for a memorial provided that:
    1. Such appurtenance has been identified for replacement, improvement or expansion by the Borough Council.
    2. No plaque or commemorative marker installed with appurtenance.  A small name and date inscription not to exceed 15 square inches can be affixed to appurtenance.
    3. All costs associated with the memorial including the cost of Borough labor are to be borne by the sponsor.
    4. Final design subject to approval by Borough Council.
  3. Memorials bearing the names of profit-making organizations shall not be erected on public lands.
  4. No memorial shall be approved for acceptance before the Borough receives funds from the sponsors to provide for the purchase and/or manufacture and installation of the memorial.
  5. A memorial accepted by the Borough Council may be moved to another location if deemed necessary.
  6. In the event the memorial is damaged or otherwise rendered useless, the Borough is under no obligation to replace the memorial.
