1.There
were no comments from the public. Laura Conner, prospective new member, was
warmly welcomed.
2.
June minutes were approved.
3.
Prune and Remove lists are almost complete and much of the information has =
been
entered into the computer.
4.
A. The fall planting plan calls for new 39 trees: 33 from the general 3 -ye=
ar
plan, 5 honorary/memorial donations and one replacement.
B. Heather checked the
health of last yearÕs plantings and reported that most are doing well. Tony
Cerbo will be asked to look at a few. New Hackberries, dead pines at the wa=
ter
towers, and trees damaged by deer at the new fields are some of her concern=
s.
C. Heather has the li=
st of
available trees. Sue and Joan translated the scientific names into common
names. Commissioners agreed that their general goal is to plant a diverse
variety of trees, giving preference to native species and avoiding invasive=
s.
D. Joan noticed that =
the
new tree at Briarcliff School has been destroyed.
E. Homeowners have be=
en
responding to JoanÕs letters about planting sites. Laura will arrange
appointments between homeowners and Joan, Sue or Heather to discuss plantin=
g sites
and selection of species.
F. Joanna George has
requested a tree in memory of her first husband, she would like it planted =
on
the Morris side of the library.
5.Sue
will review the Street Tree Plan on the website. The Setback Plan and new p=
ermit
forms need to be posted.
6.
The new fee schedule for tree removal was approved and went into effect Aug=
ust
15, 2007. League notes repor=
ting
the change in the H&SA
Bulletin are mistaken. Joan will have the league print a correction next mo=
nth
and reference the ordinance on the website. Tom will bring attention to the=
new
fee schedule with a posting in the ÒwhatÕs newÓ side bar on the town web si=
te
home page.
7.
Gary explained that the county is responsible for trees along the Boulevard=
and
he will inform the county of the need to survey and take care of pruning and
removing those trees as needed.
8.
Bonnie and Heather will attend the Friday session of the New Jersey Shade T=
ree
Federation Meeting in October. Required CEUs will be earned.
9.
Joan and Heather met with a landscaper and approved limited pruning at 1
Hillcrest. The pruning was more aggressive than the agreement indicated.
However, this is an example of the public taking the ordinance procedures
seriously.
10.
Tom will make sure that the June and September bulletin articles are posted=
on
the website. He may need to call Ann for the June article and Heather will
forward the September article to him.
11.
The STC budget is yet again the tightest to date. Heather will make sure th=
at
money from honorary trees and this yearÕs planting budget are paid to Cerbo=
for
planting.
12.
A. Laura Conner will accept a STC position (thank you!) and Heather will pu=
rsue
her official appointment by Council. Other nominees were discussed.
B. The FAQ list will be put=
on
hold until the next meeting and Heather will try to collect all the questio=
ns
for redistribution.
13.A.
Joan will walk the MLHS path to Briarcliff and inspect for prune and remove
maintenance. Heather has waked the path from Powerville Road to the new high
school fields and reports that those trees do not require attention at this
time.
Sue
will inspect the perimeter of the new fields.
B. Gary reported the denial of a
removal permit and asked Commissioners to inspect conditions at several
properties.
The
next meeting will be held on Thursday October 11, 2007.
