1. CALL TO ORDER; OPENING STATEMENT: This meeting is being held in
compliance with Public
Law 1975, Chapter 231, Sections 4 and 13, as notice of
this meeting and the agenda thereof had been
reported to the Morris County Daily Record on January 4, 2006 and posted
in the municipal building.
Christina
Whitaker, Mountain Lakes Municipal Clerk, called the meeting to order at

Following
Roll Call, Mrs. Whitaker turned the meeting over to Councilman Shaw.

PLEDGE OF ALLEGIANCE
Councilman
Shaw led the flag salute.
5. INTRODUCTION OF DIGNITARIES
Councilman Shaw welcomed the
public to the 2007 Reorganization meeting.
On behalf of the Council he congratulated
Michael Castellucci for making Eagle Scout.
Councilman Shaw recognized Senator
Bucco, Assemblyman Rick Merkt, Mayor Feyl of Denville,
former Mountain Lakes Mayors Chris Sullivan, Carol Rufener, Herb Kirby, and
Duke Smith who were in the audience.

Councilman Shaw turned the
meeting back over to Mrs. Whitaker.
8. OATH OF OFFICE /NEWLY
ELECTED COUNCIL MEMBERS
Mrs. Whitaker read the “Statement of Determination” from the
Morris County Election Board, and James Bryce, Esq. administered the Oath of
Office to the following:

Councilwoman Wilson

ELECTION OF MAYOR
Mrs. Whitaker called for
nominations for Mayor.
Motion by
Councilman Shaw, second by Councilwoman
Hearing no other nominations,
motion made by Councilman Shaw, second by Councilwoman Davis, to close the
nominations.
All members were in favor of
appointing George Jackson for Mayor by Roll Call Vote.
Councilman Jackson was elected to
the office of Mayor by Acclamation.
Mr. Bryce administered the Oath of
Office of Mayor to George Jackson.
Mayor Jackson provided the public
with brief glimpse of Councilman Shaw’s high school years in
He thanked Councilman Shaw for
mentoring him over the last two years and said he was looking forward to 2007
as Mayor.
10. ELECTION OF DEPUTY MAYOR
Mayor Jackson nominated
Councilwoman Davis for Deputy Mayor, second by Councilman Gormally, with all
Council members in favor.
Councilwoman Davis was elected to the office
of Deputy Mayor by Acclamation.

MAYOR’S ADDRESS
Mayor Jackson informed the public
that the Council would be working on the following issues in 2007:

3rd round COAH certification
·
Redevelopment and rezoning of Midvale Market area
·
Resolving some water issues which may require the
restoration of well # 3 and implementation of water conservation measures
·
Shared services with
·
Borough Hall renovation and
possible expansion
·
Policy on use of
recreational facilities
·
Repair of Sunset and Shadow
Dams

PUBLIC COMMENT
Before
opening the meeting to public
comment, Mayor Jackson explained the Council’s
policy of limiting each speaker to 5 minutes and no
yielding of time to another person.
Mayor Jackson read a statement from Attorney Marty
Murphy regarding responses to
questions from Fred
Kanter.
“Mr. Kanter has served a written notice of his intent to
make a tort claim against the Borough of Mountain Lakes claiming that the
Borough, its employees, and elected officials are engaged in conduct that he
alleges is harassing. On the advice of
counsel any questions directed to us at this meeting by Mr. Kanter will be
reviewed by our legal counsel; and if appropriate, will be responded to in
writing. It is our considered judgment this procedure will minimize disruption
and protect the interest of the public.”
Mayor Jackson opened the meeting to public comment with
consent of Council.
Fred Kanter –
Mr. Kanter accused the Council of continuing to break
numerous laws and hiring
individuals whom he
believed were incapable of doing their jobs properly.
Former Mayor Carol Rufener -
Mrs. Rufener thanked the Council
for their work and dedication.
Mayor Jackson invited
everyone in attendance back to his house for refreshments.
15. ADJOURNMENT

motion by Councilwoman Wilson, second by Councilman Gormally, the meeting was
adjourned at
