COUNCIL MEETING

MONDAY, JUNE 9, 2008

 

 

M I N U T E S 

 

1.      CALL TO ORDER; OPENING STATEMENT:  This meeting is being held in compliance

with Public Law 1975, Chapter 231, Sections 4 and 13, as notice of this meeting and the agenda thereof had been reported to The Citizen and the Morris County Daily Record on

January 3, 2008 and posted in the municipal building.

 

       Deputy Mayor Louise Davis opened the meeting at 8 p.m.

 

2.   ATTENDANCE AND FLAG SALUTE

All Council members were present except for Mayor Jackson, and Councilmen Shaw
and Urankar.

Also in attendance were Borough Attorney Robert Oostdyk, Police Chief Robert Tovo, and Borough Clerk Christina Whitaker 

 

3. COMMUNITY ANNOUNCEMENTS

The Mountain Lakes boys’ lacrosse team won the NJ State Championship this year, beating Delbarton for the second year in a row.

 

Mayor Jackson and Councilman Shaw arrived.

 

The request for fire works contributions has gone out to every resident in the Borough,

 

4. PUBLIC COMMENT

Mayor Jackson explained the Council’s policy of limiting each speaker to 5 minutes and no yielding of time to another person.

 

Mayor Jackson opened the public comment portion of the meeting with consent of Council.

 

Councilman Urankar arrived.

 

Warren Rebell - Melrose Rd

Mr. Rebell complained about the amount of unauthorized items being left at the recycling area in the DPW yard.   He asked for security cameras to be used to catch violators. 

In addition, he asked about the use of electric motors on the lakes.

 

Peter Bolo- Glen Road

Mr. Bolo asked for clarification of water restrictions related to hand watering of, trees and shrubs. The issue of hand watering was discussed later in the meeting.

 

Mayor Jackson said the Council was aware of the trash problem at DPW and that the Manager was working to resolve the problem. Additional cameras and signs were being considered.

Mayor Jackson said electric motors have never been allowed on the lakes. The issue will be sent to the Lakes Management Committee and Recreation Commission for review.

8. ATTORNEY’S REPORT

    Realtors and Other Signs  

    Mr. Oostdyk told the Council that realtors’ signs could not be prohibited on personal

    property but some limitations are permitted. 

 

   The Council discussed possible limitations on realtor and contractor signs, including the

   number of signs, aesthetics and the duration that signs can be posted on properties.

  

   Councilwoman Emr said she would like to the language in the sign ordinance simplified.

 

    Councilman Gormally agreed to do a discussion item on signs at the July meeting.

 

    The Council asked Mr. Oostdyk to review sign regulations from other municipalities.

 

9. MANAGER’S REPORT

     Mayor Jackson said the Midvale boat launch area needed to have leaves removed from the

     water.

    

    Police Chief Tovo said there would be a greater police presence at the beaches this year.

                   

10. COUNCIL REPORTS

   Appointments-Planning Board / deferred to next Council meeting

 

   Home Sprinklers

The Council discussed the hours that hand watering of plants and shrubs would be 

 permitted. The attorney will amend the ordinance to reflect the Council’s decision.

 

 The Council moved the Special Presentation up on the Agenda with Council reports

  to follow.

 

  11. SPECIAL PRESENTATION /Officers Brian Bolitski and Jason Dimick

   Special Resolution 03-08 (hereto attached)

 Mayor Jackson read a special resolution regarding the police officers for their heroic acts.

 Chief Tovo presented each officer with the Metal of Valor.

 

     Following the Special Presentations the Council returned to the Reports.

 

Councilman Urankar updated the Council on the architect’s estimate of needed space at Borough Hall.

At the last facility meeting the architect presented floor plans for new construction and renovations to the existing building.

 

Councilman Gormally noted that any plans would need to go to the Historic Preservation Committee for review.

 

Councilwoman Wilson said the Health Commission was sad to see Robin Steele leave her position as secretary to the Health Commission.

 

Deputy Mayor Davis said the Master Plan Committee must have a draft submitted by September.

 

 Councilman Gormally will replace Deputy Mayor Davis on the Master Plan Committee.

 

Councilwoman Emr said the Fire Department was having some dispatch and radio communication problems.

 

Some members of the Junior Fire Department have asked to be allowed to “hang out” at the Fire Department after 10 p.m. The Council opposed the request for security and safety reasons.

 

The Council set September deadline for the Police and Fire Department’s findings on the need for a rescue boat.

 

Deputy Mayor Davis announced she would be resigning after the last meeting in June.  She is moving out of the Borough.

 

12. ADJOURNMENT

Motion by Councilman Urankar, second by Councilman Gormally, with all members in favor signifying by “Aye” to adjourn at 9:45 p.m.
