1. CALL TO ORDER; OPENING STATEMENT: This meeting is being held in compliance with Public Law 1975, Chapter 231, Sections 4 and 13, as notice of this meeting and the agenda thereof had been reported to The Citizen and the Morris County Daily Record and The Star Ledger on January 4, 2011 and posted in the municipal building.

 

Mayor Charles Gormally called the meeting to order at 7:30 p.m.

 

2.  ATTENDANCE AND FLAG SALUTE

All Council members were present except for Councilman Holmberg and Councilwoman Bravo, who arrived at 7:52 p.m.

Also attending were Borough Manager Barry Lewis, Attorney James Bryce, substituting for Marty Murphy, and Borough Clerk Christina Whitaker.

 

3.  EXECUTIVE SESSION - Resolution

 

            WHEREAS, the Borough Council of the Borough of Mountain Lakes, County of Morris,

        State of New Jersey finds it necessary to discuss matters relating to:

 

·        PBA Negotiations

·        Property Acquisition Proposal

 

            WHEREAS, the Borough Council believes it to be in the best interest of the public to

         discuss such matters in closed session.

 

            NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of

       Mountain Lakes, that it shall enter Executive Session to discuss only those matters mentioned

       above; the results of which will be disclosed when the matters are resolved and upon vote of the

       Governing Body to release the minutes.

 

       Motion by Councilman Shaw, second by Deputy Mayor Happer, to close the public portion of the

       meeting and reenter into Executive Session, with all members in favor signifying by “Aye.”

 

       Motion by Councilman Shaw, second by Councilman McWilliams, to close the Executive Session

       and return to the public portion of the meeting.

 

4. COMMUNITY ANNOUNCEMENTS

Mayor Gormally invited the public to the Memorial Day Parade and ceremony and Mountain Lakes Day activities on Monday, May 30.

 

Medal of Honor recipient Frederick W. Castle will be recognized at the Memorial Day ceremony along with the Citizen of the Year and Janice D. Hunts Lifelong Service Award winners.

 

Councilman McWilliams passed around a Centennial pewter medallion embossed on one side with the Fire Department logo and the official Centennial monogram on the other.

 

5. PUBLIC COMMENT

       Mayor Gormally opened the public comment portion of the meeting with consent of the

       Council.

             

       Mayor Gormally explained the Council’s policy of limiting each speaker to five (5) minutes      

       and no yielding of time to another person.

 

Owen Johnson – Overlook Road

Mr. Johnson asked for clarification regarding the temporary budget versus the budget that was to be introduced.

 

Mr. Lewis explained the difference between the two and also how the debt service is paid down.

 

With no one else wishing to be heard, Mayor Gormally closed the public comment portion of the meeting.

 

Prior to proceeding as per the agenda, the Council opted to have a discussion on the capital budget as it pertained to the DPW.

 

Mr. Lewis explained the five year capital plan that was being recommended. He said the majority of the capital funding would be used for infrastructure work.

Some of the road work would be off-set by a $200,000 grant, and the energy upgrades by another $83,000 grant. He noted that the proposal authorized less debt than was being paid down.

 

DPW Director Mark Prusina presented a power point presentation to the Council which that provided a visual review of the roads, curbing and sidewalks in the Borough.

 

Mr. Prusina described the plans for upgrading well #4 with a new pump, control system, piping, and electrical system. The well is located on the Rockaway River Golf Course.

 

Due to recent changes in the DEP regulations storm water management projects have increased.

There are 23 catch basins that need to be rebuilt.

 

Lakes Management projects this year include placing an additional aerator at Birchwood Lake and completing work on the Wildwood dam spillway.

 

Additional work to be done in public spaces includes the repair of steps at the train station, replacement of railing at Midvale and Lake Drive and electrical upgrades at Kaufmann Park.

 

The Recreation Commission has requested upgrades to the picnic areas at Birchwood Lakes. The Beach Director has asked that a sprinkler system be put in for the dock area by the swimming lanes. Fencing is needed around the dumpster at Island Beach. There are plans to construct a shed near the tennis courts. 

 

The DPW’s fuel management system needs to be replaced and a fume exhaust system needs to be installed so work can be done on vehicles parked inside the garage. Extra space is needed in the pole barn for storage and a new garage door needs to be installed.

 

Some additional equipment is needed for utility services including a utility component locator.

 

Mr. Prusina explained that he expected the barges to be completed for the July 4th fireworks.

 

Mr. Lewis explained that he and Mr. Prusina had already compiled a priority list of capital projects.

 

In answer to a question regarding the replacement of water meters, Mr. Lewis said that water meters were being replaced only as needed and that a system wide replacement was under further review.

 

Councilman Shaw said the barges being constructed for the fireworks were an exciting project. It would allow more residents to view the display from other various locations.

 

Councilman Shaw said he would like to see the results of tonight’s capital plan discussion summarized in a 5-year-plan document.

 

Mr. Prusina requested the Council establish a Public Works Committee which would meet each month to discuss projects and priorities for the DPW. Mayor Gormally said such discussion could take place under the auspices of the Shared Service Committee.

7.  INTRODUCTION OF 2011 BUDGET Municipal budget of the Borough of Mountain Lakes, County of Morris for the fiscal year 2011.

 

BE IT RESOLVED that the revenues and appropriation present shall constitute the Municipal Budget for the year 2011.

 

BE IT FURTHER RESOLVED that the said Budget be published in the Daily Record in the issue of June 8, 2011.

 

Deputy Mayor Happer said he objected to the introduction of the budget at this time because the document was not complete.

11. MANAGER REPORT

Mr. Lewis said the repairs based on the recommendation of the energy audit report should begin soon.

 

Lake treatment has begun at Crystal Lake.

 

Mayor Gormally suggested a Shared Service Committee meeting be arranged that would include Dan Borgo and the new School Superintendent.

        

12. COUNCIL REPORTS

Councilman Shaw said an outline had been distributed for the 8th grade government day program. It included a mock agenda and Council meeting.

 

Councilman Jackson noted that Cerbos is offering Borough residents a good price on the trees being sold for the Centennial by the Shade Tree Commission, “100 trees for 100 years.”

 

There appears to be a need to repaint some of the speed humps around town. Mr. Lewis said he would bring it to Chief Tovo’s attention.

 

13. PUBLIC COMMENT

Mayor Gormally opened the 2nd public comment portion of the meeting with consent of Council

 

Mr. Johnson asked when he could have a copy of the introduced budget. Mr. Lewis said he would provide it to him.

 

Executive Session

Motion by Councilman McWilliams, second by Councilman Shaw, to return to Executive Session to discuss the possibility of property acquisition, with all members in favor signifying by “Aye.”

 

Councilman Jackson left the meeting so the Council could discuss issue.

 

Motion by Councilman McWilliams, second by Councilman Shaw, to close the Executive Session and return to the public portion of the meeting, with all members in favor signifying by “Aye.”

 

14. ADJOURNMENT
