MINUTES OF A REGULAR MEETING OF THE PLANNING BOARD

OF THE BOROUGH OF MOUNTAIN LAKES

October 28, 2010

 

Chair Sandy Batty read the Open Public Meeting Advertisement Notice adopted at the annual meeting on January 28, 2010:  Adequate notice of this meeting was given to the Citizen and the Daily Record, posted with the Borough Clerk and on the Bulletin Board and made available to all those requesting individual notice and paying the required fee.

 

ROLL CALL:

Members Present: Batty, Lewis, Jackson, Bravo, Zamierowski, Bailey, Selver (7:45), Nachshen, and Holmberg

Absent: Kane

Also Absent: Engineer Bill Ryden, Attorney Peter Henry

 

REVIEW OF MINUTES: George Jackson made a motion to adopt the minutes of the September 23rd meeting.  Barry Lewis provided the second; the minutes were approved by voice vote of all eligible voters.

IN SERVICE:

MCPRIMA Presentation

 

Sandy Batty introduced Mr. Nachshen. Corey Nachshen, a member of the Borough’s Environmental Commission, and this Planning Board as well as an Environmental Engineer by trade, made the presentation. He explained that the NRI (Natural Resource Inventory) was last updated by the Borough in 1979. The Borough was looking to update our inventory at the same time the county was looking to create an interactive mapping system.

MCPRIMA, Morris County Public Resources Interactive Mapping Application, is an interactive resource document. It provides an on line mapping of all the resources in the Borough and could be updated continuously. The interactive mapping program was developed by the Morris County Planning Department as a for profit project.  They are using the Borough as their guinea pig for developing this pilot program. Mr. Nachshen showed the Board how they would be able to use the program.

 

COMMITTEE REPORTS:

MASTER PLAN COMMITTEE –

Joan Nix will now be a citizen member of the Master Plan Subcommittee since she has resigned from the Planning Board.

 

Chapter 6 – Conversation Plan

This was the first time the Board was reviewing Chapter 6 of the Master Plan. The committee created the Conservation Objective section of the element by pulling the highlights out of the body of the text and making them a bullet point list. Sandy Batty asked the committee to add something to the objectives about protecting the tree canopy and limiting the disturbance of steep slopes.

 

Groundwater

George Jackson requested the committee add back the deleted information about well number 4 and 5. The aquifer overlay zone area should be referred to as the prime aquifer area. Ways to protect the aquifer are covered in the groundwater protection ordinance.

 

Conservation Proposals

 

Preservation of Park Lands, Open Space and Conservation Areas

The Board requested that the Committee include information about the property currently owned by King of Kings. They also requested that the following statement be added to the element: As lands becomes available that are important to the Borough the town should seek to acquire them.

 

Lakes and Streams

The Board requested the committee remove the Borough consider the expansion of the “Lakes’ Right-of Way” ordinance.

 

The Board asked the committee to bring Chapters 8, 6, or 5 back for final review in November so we can have a public hearing in December on those chapters that are ready.

 

Other Business
