MINUTES OF A REGULAR MEETING OF THE PLANNING BOARD

OF THE BOROUGH OF MOUNTAIN LAKES

September 22, 2011

 

Chair Sandy Batty read the Open Public Meeting Advertisement Notice adopted at the annual meeting on January 27, 2011:  Adequate notice of this meeting was given to the Citizen and the Daily Record, posted with the Borough Clerk and on the Bulletin Board and made available to all those requesting individual notice and paying the required fee.

 

ROLL CALL:

Members Present: Batty, Kane, DeVenezia, Gormally, Zamierowski, Selver and Bailey

Absent: Holmberg, Nachshen, Dagger and Lewis

Also Absent: Engineer Bill Ryden, Attorney Peter Henry

 

REVIEW OF MINUTES: Charlie Gormally made a motion to adopt the minutes of the July 28th meeting. Jim Bailey provided the second; the minutes were approved by voice vote of all eligible voters.

 

RESOLUTIONS: none

COMMITTEE REPORTS:

Master Plan

Chapter 3 – Land Use Plan

Jim Bailey presented the latest version of the Land Use Chapter of the Master Plan. This version included suggestions made by the Borough Planner, Susan Kimball. The Board went through the element.  Discussion ensued about the use of the terms, historic sites, key landmarks and contributing resources in the Mountain Lakes historic district through out the entire Master Plan. Aquifers were added to the list of water resources that need protecting. The Board discussed options for Business Zone B and its redevelopment.

Chapters 5 – Circulation Plan, 7 – Community Facilities and Utilization Plan, 8 – Recreation Plan and 10 – Historic Preservation Plan also reviewed by Susan Kimball will be held for review at a later date. Sandy Batty told the Board that Peter Henry said we should adopt all the chapters at once. By doing so we will only have to reference one date when determining when we will need to do our next reexamination. The Administrator will distribute the balance of the chapters that were review by Susan Kimball in the next Board packet.

 

Other Business

The Environmental Commission will make the final NRI presentation to the Planning Board on October 27th.  Any documents from the Environmental Commission will be emailed to the Board to review before the meeting.

 

 

 

 

 

Sandy Batty made a motion to adjourn the meeting. The Board adjourned at 9:25 PM
