MINUTES OF A REGULAR MEETING OF THE PLANNING BOARD
OF THE BOROUGH OF MOUNTAIN LAKES
October 24, 2013
Chair Jim Bailey read the Open Public Meeting Advertisement Notice adopted at the annual meeting on January 24, 2013: Adequate notice of this meeting was given to the Citizen and the Daily Record, filed with the Borough Clerk, posted on the Bulletin Board in the Borough Hall on January 28, 2013 and made available to all those requesting individual notice and paying the required fee.

ROLL CALL:
Members Present: Bailey, Horan, Kane, Tovo, Nachshen, Dagger, Bravo and Russo
Absent: DeVenezia, Zamierowski and Happer
Also Present: Attorney Peter Henry
Also Absent: Engineer Bill Ryden
NEW MEMBER: Chairmen Bailey welcomed Bethany Russo to the Planning Board.
She will fill the 2nd Alternate position on the Board.
REVIEW OF MINUTES: Martin Kane made a motion to adopt the minutes of the September 26th meeting. Robert Tovo provided the second; the minutes were approved by voice vote of all eligible voters.
RESOLUTIONS: none
PUBLIC HEARING:
MASTER PLAN
Blair Bravo thanked Jim Bailey for all the hard work he had put in during the last 4 years updating the Boroughs Master Plan.
There was no one from the public present at the public hearing. The Board made the following minor corrections to the plan:
Element III – Land Use Plan pg 3 1st paragraph 3rd sentence
Changed: The Appendix B shows containing to Appendix B shows
Pg 7 last sentence
Changed: About 786 acres to About 825 acres
Element V – Circulation pg 3 Interval Road last sentence
Changed: wholly owned to maintained
Element X – Historic Preservation pg 5 Historic Site Surveys 2nd paragraph
Changed: Made sentence part of the paragraph before and shortened it to read, In 1990 a partial survey of the Borough was completed.

Attorney Peter Henry had prepared a resolution citing the Board decision to make a few non-substantive edits to the plan. The Board reviewed the resolution. Jim Bailey asked if there were any comments the Board had about the resolution; there were none.
Martin Kane made a motion to adopt the Master Plan with the minor changes listed above and Blair Bravo provided the second. The Board voted 8 to 0 to adopt the Master Plan with members Bailey, Horan, Kane, Tovo, Nachshen, Dagger, Bravo and Russo voting in favor.
Chairmen Bailey thanked everyone who contributed to the process including Peter Holmberg, Joan Nix, Bill Ryden and Cindy Shaw.
Committee Report
Tom Dagger told the Planning Board the Historic Preservation Ordinance Committee would be getting together to review the ordinance after one year.
Other Business
COAH – Peter Henry told the Board the Supreme Court ruled by February 26, 2014 the state must issue rules governing construction of affordable housing and require towns to provide affordable homes. Jim Bailey said the Board will have to review chapter 4 of the Master Plan when the new rules were adopted for COAH.
Blair Bravo made a motion to adjourn the meeting and Martin Kane provided the second. The meeting was adjourned at 8:12 pm.
