Mountain Lakes Shade Tree Commission

                                                Minutes of Meeting

                                      October 12, 2006

In attendance:

Commissioners - H. Carr, J. Best, S. Marshall, J. Eveleth, B. Rosenthall and A. Barton

Council Liaison – L. Davis

Secretary - S. Landau

1. There were no comments from the public.

2. September minutes were approved.

3. The utility company mark-outs in preparation for fall planting are in progress. Joan will call Tony to ensure planting while the mark-outs are still visible.  The new tree at Briarcliff will require fencing to avoid damage from bike traffic.

4. Joan has established a list of on-going issues. She will give Gary Webb a quarterly status report. The current items on the list were discussed in detail. This led to a discussion of the current ordinance and permit structure. Louise encouraged the STC to update the Council and explain their concerns.

5. Jay and Heather shared their FAQ lists. Heather will combine and organize the questions by topic and send to Joan for revision and then the FAQ will be forwarded to all commissioners for comment. Later the questions will be distributed among commissioners who will provide short answers.

6. Heather wrote and presented a protocol for memorial and honorary tree planting.

7. Other Business:

  A. Council approved a circular driveway for Roy Dignes in the interest of safety. Trees will be removed in preparation for the driveway.

  B. Heather will contact the web site committee for some specific changes. Susan will call about posting the September minutes.

  C. Joan has written all the necessary letters to homeowners in regard to the P&R survey. She will generate a list of trees for the arborist to evaluate.

  D. Sue and Gary are investigating the Community Stewardship Incentive Program grant. It may not be practical to apply because the funds pay for plant material, not the planting, the planting calendar requirements are not clear, a grant writing seminar may have been missed, and the application is due Nov. 3. They will proceed if it looks possible.

  E. Commissioners will ride regularly through their areas of town and check tree protection fencing. Problems should be reported to Joan and she will bring them to Gary’s attention.

The next meeting will be held on Thursday November 9 , 2006 at 8:30
