1.There
were no comments from the public.
2.
December 2006 and January 2007 minutes were approved.
3.
Heather will be the sole chairperson for 2007 and she would like to step do=
wn
in 2008. The general consensus is that two years is a reasonable term for t=
he
chair position.
4.
Steve highlighted the Honorary Tree Protocol at the Council meeting and the=
re
were no comments. The Protocol will be posted on the website and Joan will =
generate
the list of honorary, memorial, and Arbor Day trees to post as well. Gary will be notified of bows, wr=
eaths,
plaques and other decorations on these commemorative trees so that the rule
prohibiting them can be enforced.

Joan reviewed and highlighted the Forestry Plan Accomplishment Report and s=
he
distributed copies of the 2006-2010 Statement of Plan Objectives.
6.
Bonnie reports that Arbor Day will be celebrated on the actual date of Arbo=
r Day
this year, Friday April 27, beginning at 1:30. Plans are progressing well a=
nd
it will be structured much like last yearŐs celebration, with a poster
competition, poems, and speeches. She will write an article for the H&SA
Bulletin and use the Ňcertificate treeÓ illustration. Bonnie will also cont=
act
Dr. Kazmark and Mayor Jackson. Steve read the announcement at the last coun=
cil
meeting.
7.
Bonnie will make sure that STC meetings are listed correctly on the H&SA
Bulletin Calendar.

Heather reports that the MayorŐs informational meeting was interesting and
worthwhile. All town organizations presented their work and interests. She
shared the flow chart of the borough structure and the list of council goal=
s.
Errors
were noticed in the list of STC commissionersŐ terms. Joan will make sure t=
hese
are corrected.
9.
Mayor Jackson inquired about the necessity of some of the items on the P &a=
mp;R
list because we donŐt appear to have the money to take care of all of the
items. Joan explained that she prints a list of P&R situations from the
database and then generates an excel spreadsheet that includes all trees on
borough land that need attention. Only absolute necessities are listed.
10.
Joan and Bonnie are continuing work on the Educational Slide Show/power poi=
nt
presentation. They will include Arbor Day to let the public know that STC r=
uns
the Arbor Day Festivities.
11.
Linda gave each commissioner 4 of the many FAQs to answer. As commissioners
complete their answers, they will forward them to all others for review. The
goal is to be finished by the end of this year.
12.
Steve explained that Mountain Lakes Day is run by volunteers and not a boro=
ugh
authority. Its status for this year is unclear.
13.
STC is concerned that the Tree Ordinance penalties are weak. Sue will review
and research the practice of paying fees in exchange for permits to cut down
trees in the setback zone.

neighboring town may have acquired funds from Tree City USA to plant honora=

trees. Linda will look into this.

update the list of STC commissioners on the web site membership list.

next meeting will be held on Thursday March 8, 2007.
